Travel to Russia From Saudi Arabia or UAE: How to Pay
Contents

If you travel to Russia from Saudi Arabia, the UAE or Oman, the visa is easy: all three passports enter visa-free. Paying is harder: Mada, Visa, Mastercard and Apple Pay from Gulf banks do not work in Russia. As of October 2026, what works is US dollar cash exchanged into rubles, or a USDT wallet where you convert to a ruble balance and pay SBP QR codes in rubles.

Key facts (October 2026)

  • Saudi Arabia: visa-free since 11 May 2026 for tourism, business and family visits, up to 90 days per calendar year.
  • UAE: visa-free since 17 February 2019, up to 90 days in any 180 days.
  • Oman: visa-free since 18 July 2025, up to 30 days per visit and 90 days per calendar year.
  • Cards: cards issued outside Russia have not worked there since March 2022 — not in shops, at ATMs, online or through Apple Pay and Google Pay.
  • Cash rules: Russia requires a written declaration above USD 10,000 per person; Saudi Arabia when leaving with SAR 40,000 or more; the UAE above AED 60,000.
  • Who travels: about 78,000 trips by Saudi citizens in 2025 (+35%), 75,000 of them for tourism, and about 59,000 tourism trips from the UAE.
  • Crypto is common here: estimates put ownership at 25–30% in the UAE, the highest share in the world, and 13–15% in Saudi Arabia.
  • Ruble-balance route: 3% QR fee; rubles are bought with USDT at the wallet rate, shown before you confirm; payouts to a phone number or card 6%.

Work, study and residence still need the proper visa. Citizens of Qatar, Kuwait and Bahrain have their own rules — check the Russian embassy website in your country before booking.

Why Gulf cards and Apple Pay fail in Russia

Since March 2022, international networks do not process cards issued outside Russia. A Mada card, an Emirati Visa debit or a premium credit card is declined at the till, at the ATM and online. Apple Pay and Google Pay use the same cards, so they fail too; card tier makes no difference. More in does Mastercard work in Russia.

So a hotel may ask you to pay at the desk in rubles, and big-ticket mall shopping means cash, a Russian card or SBP.

Cash: US dollars first, dirhams as a backup

Dollars are the easiest currency to change in Russia. Dirhams are exchanged by some banks and bureaus in Moscow and St Petersburg, usually at a wider spread. Saudi riyals and Omani rials are quoted far less often, so change them into dollars before you leave to be safe.

  • Exchange at banks or official exchange offices; you usually need your passport. Airport rates are usually worse.
  • Bring clean, recent notes — damaged bills may be refused.
  • Declare cash above USD 10,000 equivalent on entry (all currencies together). Taking more than USD 10,000 in foreign cash out of Russia is restricted.

The ruble-balance route for USDT holders

Many travellers from the UAE and Saudi Arabia already hold USDT. Russian law does not let merchants accept crypto, and the wallet does not ask them to: you convert USDT into rubles in the wallet as a separate step, and the wallet pays the merchant rubles over SBP, Russia's Faster Payments System. Details: is crypto legal in Russia.

Before you leave home, open @MatrimixBot in Telegram and start the Mini App. The interface is English or Russian (Profile → Settings → Language); no e-mail, phone or documents are asked. Send USDT on TRC20 or TON — deposits are free on our side, the sender pays the network fee. Start with a test amount.

At the till in Russia:

  1. Convert. Open Swap (USDT → RUB), or the Ruble card → Swap. The rate is shown before you confirm.
  2. Scan. Tap the QR button in the centre of the bottom menu → Scan, or Pay by payment link for a link.
  3. Check Recipient, Amount, Fee and You pay. If the QR has no amount, enter the figure agreed with the seller.
  4. Confirm. Slide Pay … and wait for Paid; a PDF is under Receipt.

The quote lives about 30 seconds; "Rate expired — refresh" means just that. More on the QR payment page and in SBP QR payments from a USDT balance.

Worked example: a 15,000 ₽ purchase in a mall

Suppose, for illustration, the wallet rate is 76.40 ₽ per USDT.

Hotels, malls and restaurants

  • Hotels. Before arrival, ask how they take payment from foreign guests: cash, an SBP QR code at the desk, or a payment link marked "СБП". If they offer SBP, you can pay from the ruble balance up to 200,000 ₽ per payment. Keep cash for a deposit.
  • Malls and chain stores. Many tills can show an SBP QR code on the terminal or screen. For a large purchase, ask for a QR with the amount.
  • Restaurants. The QR is often on the bill or the waiter's terminal.
  • Taxis. Yandex Go takes Russian cards and cash; some drivers show a QR.
  • Metro, markets, street food. Cash; in Moscow buy a Troika card with cash. City details: how to pay in Moscow.

Paying a driver, guide or host by phone number

While you are in Russia, you can send rubles from your ruble balance to a local person's phone number over SBP or to a Russian card: Services → Payouts via SBP and card number → Withdraw via SBP / card → SBP or Card → check → slide Send rubles → Delivered, usually within minutes. The fee is 6% on top; SBP payouts are 1,500–60,000 ₽, card payouts 3,500–100,000 ₽. Check the phone number and bank with the receiver first: a payout to the wrong person cannot be returned. Good to know

  • Clear pricing: 3% per QR payment plus the wallet rate, payouts 6% — every total is shown before you confirm.
  • We keep the coins and rubles for you: no seed phrases, everything opens in Telegram.
  • Buy rubles before you fly. Telegram is largely blocked in Russia since mid-March 2026, on mobile data and hotel Wi-Fi alike, and since July 2026 a Gulf SIM in roaming is filtered too. Rubles on the balance simply wait until you pay: does Telegram work in Russia.
  • A confirmed payment goes through at once: check the amount and the recipient before you slide. Merchant refunds go through Request a refund to the ruble balance, without the fee. Failed payments return automatically.
  • Limits: 200,000 ₽ per payment, 200,000 ₽ and 20 payments a day, 1,000,000 ₽ and 100 a month; ruble balance up to 200,000 ₽.
  • Law: Federal Law 282-FZ forbids accepting crypto as payment. This is a description of how the wallet works, not legal advice; crypto rules at home differ across the Gulf, so check yours.

No. Cards issued outside Russia, including Mada, Visa and Mastercard from Gulf banks, are declined in Russian shops, ATMs and websites, and Apple Pay or Google Pay with those cards fails as well.
