Does Telegram Work in Russia? 2026 Guide for Travellers
Telegram in Russia, October 2026: restrictions since February, Wi-Fi vs mobile data, foreign SIM and eSIM roaming, and how to set up a Telegram wallet first.

Contents
Does Telegram work in Russia? Only unreliably. Roskomnadzor has restricted Telegram since February 2026, and since mid-March most connection attempts on Russian networks fail, on mobile data and Wi-Fi alike. Since July 2026 even foreign SIM and eSIM roaming traffic is filtered. Set up anything you need in Telegram, including a wallet, before you fly, and buy rubles in advance so they are already waiting on your balance.
Key facts (October 2026)
- August 2025: voice and video calls in Telegram and WhatsApp were restricted.
- 10 February 2026: Roskomnadzor said it would keep restricting Telegram "consecutively"; photos, videos and voice messages slowed first.
- Mid-March 2026: most connection attempts started to fail. Independent measurements in April found signs of blocking in about 95% of attempts.
- April 2026: after a Telegram app update, some users, mostly on Android, report connecting directly; on iPhone and desktop it fails more often.
- Not a formal ban: Roskomnadzor calls its measures "restrictions"; there is no court order like the one in 2018.
- Foreign SIM cards: since 6 October 2025, mobile data and SMS are blocked for 24 hours after a foreign SIM first connects to a Russian network.
- Roaming: since July 2026 the roaming traffic of foreign subscribers passes the same filtering as local traffic, the Ministry of Digital Development told Izvestia.
- Mobile internet shutdowns: in some regions mobile internet is periodically limited to a "white list" of more than 500 Russian services. Telegram is not on it. Home and hotel Wi-Fi are not affected by these shutdowns.
What is happening to Telegram in Russia
| When | What changed |
|---|---|
| 2018–2020 | A court ordered Telegram blocked; the block largely failed and was lifted in June 2020 |
| August 2025 | Calls in Telegram and WhatsApp restricted |
| 10 February 2026 | Throttling announced; media loads slowly in Moscow and St Petersburg |
| Mid-March 2026 | Most connections on Russian networks fail |
| April 2026 | App update; some Android users connect directly again |
| 10 July 2026 | Roaming traffic of foreign SIM cards filtered like local traffic |
| October 2026 | Users still report delayed messages and media that will not load |
The regulator's stated demands are that Telegram place servers in Russia, protect personal data and act against fraud and terrorism. Nobody knows how long the restrictions will last, so check the latest news a few days before you travel.
Wi-Fi, mobile data and white lists: two different problems
Travellers often mix up two separate restrictions.
1. The Telegram restriction itself. It is applied on Russian networks in general, mobile and fixed. Travel guides report that Telegram does not work on hotel or cafe Wi-Fi any better than on a Russian SIM. Switching networks rarely fixes it.
2. Mobile internet shutdowns. In some cities and regions, mobile internet is cut back for security reasons and only white-listed services stay reachable: Gosuslugi, banks, marketplaces, maps, the state-backed messenger Max and other Russian services. The Ministry of Digital Development has said several times that home internet and Wi-Fi keep working during these shutdowns. So when your phone suddenly loses most sites on mobile data, Wi-Fi is the answer, although it does not lift the separate Telegram restriction.
Foreign SIM and eSIM in roaming
Until mid-2026, a foreign SIM or travel eSIM was the usual way for visitors to keep Telegram working, because roaming traffic was routed through the home operator. That has changed:
- 24-hour silence on arrival. Since 6 October 2025, a foreign SIM gets no mobile data and no SMS for 24 hours after it first connects to a Russian network. Travel guides report that some operators send an SMS with a registration link that lifts it sooner; you will need airport or hotel Wi-Fi to open it.
- Roaming is filtered. Since about 10 July 2026, the Ministry of Digital Development says, the roaming traffic of foreign subscribers goes through the same filtering as local traffic. Resources blocked in Russia do not open; other sites do. Users report that results still vary by provider.
- Calls and SMS keep working as normal after the first day.
A foreign eSIM is still useful for maps, taxis and ordinary websites. It is no longer a reliable way to reach Telegram. If you want one for maps and taxis, a Russia eSIM is in the Matrimix catalog: install it at home before you fly, and expect the same first 24 hours without mobile data.
What still works
- Ordinary phone calls and SMS.
- Russian apps and services: Yandex Go, maps, bank apps, Gosuslugi, marketplaces. These are typically on the white list.
- Most websites that are not blocked in Russia.
- Not WhatsApp: it has faced the same kind of restrictions, so do not plan on it as your backup messenger.
You do not need Max, the state-backed messenger, to use our wallet. @MatrimixBot lives only in Telegram, and opening it needs no Russian phone number.
Prepare your Telegram wallet before departure
The less you need to do inside Russia, the better. At home, with a normal connection:
- Update Telegram to the latest version.
- Open @MatrimixBot and launch the wallet. The interface is in English or Russian; switch it in Profile → Settings → Language. No e-mail, phone number or documents are asked.
- Fund it. Tap Deposit, choose USDT and a network, tap Copy address and send USDT, for example on TRC20 or TON. Deposits are free; the sending network takes its fee.
- Buy rubles in advance in Swap (USDT → RUB) or on the Ruble card → Swap. The swap rate is shown before you confirm. The ruble balance holds up to 200,000 ₽; buy roughly what you expect to spend, and swap any leftovers back to USDT at the wallet rate.
- Rehearse a payment. Tap the QR button in the centre of the bottom menu → Scan and allow camera access. If the camera cannot read a code, photograph it and use From gallery, or open a payment link with Pay by payment link.
- Keep cash for the first day or two: the 24-hour SIM silence and Telegram outages are both real. See how much cash can I bring to Russia.
At the till you then only scan the SBP QR code, check Recipient, Amount, Fee and You pay, slide Pay … and wait for Paid. The merchant receives rubles over SBP. More on /qr-pay.
When Telegram is slow or does not connect
Opening the Mini App needs Telegram to connect. Once it is open, the wallet's screens load from matrimix.net rather than through Telegram's media servers, so photos stuck in your chats usually do not mean the wallet will be slow.
If Telegram does not connect at all, you cannot use the wallet at that moment. Your balance stays safely on your account and waits for you; try again later, for example after moving to another network.
At the time of writing, independent monitors and travel guides report that most people in Russia reach Telegram through a VPN or a proxy. We do not recommend specific tools: Russian law restricts advertising ways around blocks, and what works changes every few weeks. Good to know
- Swap rubles in advance. The wallet opens through Telegram, so buy rubles while you have a good connection — they wait on your balance until you pay.
- The price is on the screen first, as of October 2026. QR fee 3% of the check; rubles are bought with USDT at the wallet rate, shown before you confirm. Ruble payouts to a person cost 6% (SBP from 1,500 ₽, card from 3,500 ₽). Check /fees and the confirmation screen.
- Matrimix holds your coins and rubles for you. No seed phrases, everything opens in Telegram.
- A confirmed payment goes through at once. A QR payment cannot be cancelled once confirmed, so check the amount and the recipient.
- The merchant receives rubles. Russian law forbids merchants to accept crypto; you convert to rubles first. See is crypto legal in Russia. This is not legal advice.
- Fast-changing situation. Telegram's status in Russia shifts week to week; check before you travel and on /status for our own service.

FAQ
Does Telegram work in Russia in 2026?
Unreliably. It has been restricted since February 2026, and since mid-March most connections on Russian networks fail. Some Android users connect after the April 2026 app update, but you should not count on it.
Is Telegram banned in Russia?
Not formally. Roskomnadzor calls its measures restrictions rather than a ban, but in practice Telegram is often unreachable on Russian mobile and fixed networks.
Does Telegram work on hotel Wi-Fi in Russia?
Usually no better than on mobile data: the restriction applies on Russian networks in general. Wi-Fi does help during mobile internet shutdowns, when only white-listed Russian services work over mobile data.
Will a foreign eSIM let me use Telegram in Russia?
No longer reliably. Since July 2026 the roaming traffic of foreign subscribers is filtered like local traffic, and a new foreign SIM gets no mobile data or SMS for its first 24 hours in Russia.
Do I need Max or a Russian number to use @MatrimixBot?
No. @MatrimixBot works only in Telegram, and opening the wallet needs no phone number, e-mail or documents.
What happens to my balance if Telegram stops working?
It stays on your Matrimix account and waits for you. You simply cannot reach the wallet until Telegram connects again, which is why it pays to buy rubles in advance and keep some cash for the first day, while a new foreign SIM is still silent.
