Internet in the UAE for tourists
Internet in the UAE for tourists: travel eSIM or du and e& tourist SIMs, WhatsApp and FaceTime calls restricted, licensed apps like BOTIM, Wi-Fi and VPN rules.

Contents
Mobile internet in Dubai and the rest of the UAE is fast and easy to get: install a travel eSIM before the flight or pick up a du or e& tourist SIM at the airport. The catch is calling: WhatsApp and FaceTime voice and video calls are restricted, so plan calls on licensed apps. In the Matrimix wallet in Telegram a UAE eSIM is data only: eSIM UAE.
Key facts (October 2026)
- Internet calls are regulated. Under the rules of the regulator TDRA, internet voice and video calls are allowed only from licensed operators (e& and du) or apps that TDRA has approved. Providers block the rest.
- WhatsApp: messages, photos and voice notes work; voice and video calls are blocked across the country, Dubai included. UAE media reported in February and May 2026 that calling was still restricted.
- FaceTime calls are blocked too; iMessage works.
- Approved apps on TDRA's list include BOTIM, GoChat, Voico, ToTok, Comera, Microsoft Teams, Zoom, Google Meet (meetings only), Webex and Slack. Telegram calls are not on it.
- Tourist SIMs: du gives a free tourist SIM at DXB immigration; e& sells a Visitor Line online and at airport shops. Bring your passport and visa or entry stamp.
- VPNs are not banned outright, but misusing one is a serious offence.
Current plans and prices: eSIM UAE. If your trip continues to Oman, Qatar or Saudi Arabia, look at Middle East plans and check which countries each one covers.
Calls in the UAE: what works
| How you call | Works in the UAE? | Notes |
|---|---|---|
| WhatsApp messages, voice notes, photos | Yes | The usual way to stay in touch |
| WhatsApp voice and video calls | No, restricted | Rings and fails to connect |
| FaceTime audio and video | No, restricted | iMessage works |
| Telegram calls | Not on the approved list | Telegram messaging opens |
| BOTIM, GoChat, Voico, ToTok, Comera | Yes, TDRA-approved | Both sides need the app |
| Zoom, Microsoft Teams, Google Meet, Webex | Yes, TDRA-approved | Handy for video calls home |
| Ordinary calls on your home SIM | Yes | Your carrier's roaming rates apply |
TDRA's FAQ says that using a calling app that is neither licensed nor approved may be illegal, that you are liable for it, and that providers "most probably will block" the traffic. The rule is about calls made in the UAE, not about your SIM, so don't buy any eSIM expecting it to unlock WhatsApp calls. Ask your family to install Zoom, Teams or BOTIM before you leave.
Tourist SIM from du or e&
- du at DXB: Dubai Airports says du gives free tourist SIMs at the immigration counters. Gulf News reports it comes with a small amount of data for the first day and is meant for visitors on visit, transit or on-arrival visas; after that you buy a du tourist bundle.
- e& Visitor Line: e& (formerly Etisalat) sells a prepaid line for visitors online and at airport shops. Gulf News reported in 2024 that e& also offers an instant visitor eSIM activated by a QR code after immigration.
- Documents: the official UAE government portal says visitors need a copy of their passport and UAE visa for a local SIM.
A local line gives you a UAE number, which helps with some local apps and Wi-Fi logins. For a short holiday, a data-only eSIM installed at home skips the counter.
Wi-Fi in malls, metro and hotels
The UAE government portal says most hotels, malls and many public places offer free Wi-Fi. du's "WiFi UAE" network runs in the Dubai Metro, Dubai Tram, RTA taxis, Abu Dhabi buses and major malls. Access is confirmed by an SMS code, and du says international numbers have an extra step, so keep your home SIM able to receive SMS. Public Wi-Fi is fine for maps and messages, less so for banking.
Blocked sites and VPNs
The UAE blocks websites in official categories set by TDRA, including gambling, dating, content against public order and "bypassing blocked content". In independent daily tests on an Etisalat home connection (VPNalert, October 2026), well-known VPN services, Tor, Grindr and Change.org were blocked, while Google, Instagram, YouTube, X, Telegram, Netflix and ChatGPT opened.
VPNs are not banned outright: TDRA has said no rules prevent companies, institutions and banks from using them for their internal networks. But Article 10 of Federal Decree-Law No. 34 of 2021 punishes disguising your IP address to commit or hide a crime with prison and/or a fine of AED 500,000 to 2,000,000, and lawyers quoted by Gulf News say using unauthorised calling apps is a violation. Use a VPN only for lawful purposes such as your employer's network, not to reach blocked services or calls.
Before you go
- Check your phone. It needs eSIM support and no carrier lock. Dial
*#06#: an EID line means eSIM support. See compatible phones. - Buy the eSIM at home in @MatrimixBot: Services → Travel SIM cards, search for UAE, choose a plan. The price is in USD and shown before you confirm; USDT or USDC pay directly, another coin on your balance is swapped automatically at the quoted rate. No bank card, no passport.
- Install it over Wi-Fi using the QR code, manual codes or, on iPhone with iOS 17.4+, the one-tap button in Profile → Purchases.
- On landing, switch mobile data to the eSIM line and turn on data roaming for it. Validity starts on the first connection in the UAE.
- Set up calling apps (Zoom, Teams or BOTIM) with your family before the trip. Validity starts only on the first connection in the UAE, so installing early costs you no days.
Good to know
- Data only: no UAE number, no calls, no SMS. Calls go through approved apps.
- It does not change UAE calling rules. WhatsApp and FaceTime calls stay restricted.
- New plan instead of a top-up: if the data runs out, buy another plan in a couple of taps.
- One installation: don't delete the eSIM until the trip ends. A bought eSIM can't be returned; a failed order is refunded to your balance.
- Telegram is required, and Matrimix holds your balance for you: no seed phrases and no extra apps — everything opens in Telegram.
- Hotspot usually works but may be limited on some networks.

FAQ
Do WhatsApp calls work in the UAE?
No. WhatsApp messages and voice notes work, but WhatsApp voice and video calls are blocked across the UAE, including on hotel Wi-Fi. Use an approved app such as BOTIM, Zoom or Microsoft Teams.
Does FaceTime work in Dubai?
FaceTime audio and video calls are restricted in the UAE; iMessage works. For video calls home, use Zoom, Teams or Google Meet.
Is it legal to use a VPN in the UAE?
A VPN is not illegal in itself, and companies use them for their internal networks. Using one to commit or hide an offence can bring prison and a fine of AED 500,000 to 2,000,000 under Article 10 of the 2021 cybercrime law.
Where can tourists get a SIM card in Dubai?
At the airport: du gives free tourist SIMs at DXB immigration, and du and e& sell tourist lines at airport shops with your passport and visa. Or install a data-only eSIM before the trip.
Will a travel eSIM let me make WhatsApp calls in the UAE?
Don't count on it. The restriction applies to internet calls in the UAE, and we don't sell our eSIM as a way around it. Plan calls on approved apps or ordinary phone calls.
